The rather obvious violations were reported to the city of Los Angeles so city council requested an independent report from a licensed veterinarian. What they found was not surprising to us but terrifying nonetheless to see the extent of negligence that was not so obvious. Having read this report, LA Dept of Recreation and Parks still chose to extend the contract for one year with this concession for one year despite the owner Stephen Weeks has blatantly violating terms of that contract. Perhaps the fact that the city gets paid quarter million dollars every year, the exact salary of the manager of this department, might have been a deciding factor.
